From my experiences the issue appears to be with the remote control that is provided with the NS-WBRDVD. After following "mdavej" instructions for progamming the codes into a different remote I am fine.
I use the Time Warner Cable remote control Atlas 1056B01 and theres no need for exact pointing as there was with the original remote that came with the DVD player. I think Insignia may have taken shortcuts on the remote design (well evidenced by the lack of universal codes). Likely the LED on the remote is not driven well and has low transmitted power but this is just an assumption.

Thank you for posting all those codes, but I am very new at this and don't understand what I need to do. At what point do I enter the video or audio code (as opposed to the various function codes), and how do I "put it on the audio button" as you say?
My TV is the Insignia Advanced NS-L42X-10A and the remote that came with it is NS-RC02U-10A.
My cable box is a Motorola DCH 6416 (1081i HD/DVR Receiver), and the remote furnished with it by my cable provider is an Atlas 1056B01. Both of them are learning remotes. Both of them use exactly the same codes so far too.
I am trying to program them to work with my Insignia NS-WBRDVD Blu-Ray player.

Assign setup code 31609 to a device button (DVD, etc.) first. Then you can assign all the individual function codes to each button per my instructions. The atlas may require that you change the device type on the DVD button to audio (AUX) before it will accept the setup code (one long blink means it failed. Two blinks means it worked). I don't remember the steps exactly, but it's in the manual.
If you can't figure it out, at least you can learn the commands on the insignia remote. But the atlas can't learn.
I realize it doesn't make much sense to use an audio setup code and so many function codes. But this is all a hack to get around the fact that there is no setup code for this blu-ray player. Just follow the instructions and it will work.

Thanks, mdavej, but exactly how do I accomplish this step (assigning the setup code to the DVD button)? What is the key sequence? This is not covered in the manual.

Thanks! Did as you said and now the power on/off key works! Now to program the rest of them.
The Insignia remote was unsuccessful in learning the commands from the WBRDVD remote, but with this workaround I can get it programmed. Thanks again!
