The IMEI is a number to identify mobile phones, as well as some satellite phones, but it won't apply for GPS devices. Although you can insert a SIM card, the validation with the server is done by other means and such an identification is not required.

I live in Ukraine. SIM card that came with the Navigator in my country is not working.
In Ukraine, created a single registry of mobile devices, which also includes a modem GSM / GPRS, established in the Insignia NS-CNV20. Devices that are not made in the register in the territory of Ukraine does not work (blocked the cellular operator). And to make my browser in the registry I need to know the IMEI.

It is possible to find IMEI embedded GSM / GPRS modem or not?

This device was designed for domestic (US) usage, meaning there will be no international maps available for usage outside US territory. I've spoken with our GPS techs and seems, as it was intended for the US, there is no way to provide a valid IMEI you can register with your Ukrainian state center of radio frequencies. For GPS usage, SIM card is not required, so no functionality (as far as positioning system) will be lost without inserting one.
