This device is connected through 2.5mm plug. This connection type does not exchange any information (other than the audio one) between devices, and there not much that may case a software halt.
Please try the speakers with another device (such as an MP3 player or diskman) and see if it performs normally. If so, I would think this is a hardware problem with the card, either the connection is loose or there is an overdrive that will cause this issue you are experiencing. Try turning down the output volume and reinstalling the card's drivers as well as using a different slot if this is a desktop computer.
