Replace the TV. If it's still under warranty, Insignia should be willing to do it for you. If it's not, you're going to have to buy a new one.
Modern HDTVs don't have a separate light bulb. The lighting element is built into the LCD panel, and there's no way to replace that light separately. You would need to replace the panel. And buying an individual LCD panel would probably cost more than buying a whole new TV. (TV manufacturers get a volume discount price break on the panel, but you wouldn't be able to get one on a replacement.)

For reasons I mentioned a few pages back in this thread, it's going to be cheaper to get a new TV. Buying a new LCD panel will probably cost more than the TV would new. Even if you could find a used one, you'd still have to pay a technician to put it in, and by the time you did that it would be cheaper just to get a new TV. Especially since prices for an equivalent TV have probably fallen over the last three years as 4K tech has come in.
