N64 video shifted and off-screen

The TV model number is NS-43DR710NA17 with the most up-to-date firmware 7.6.0. I got the TV on a returned open-box sale at bestbuy.

The issue is that I am trying to connect my N64 to the TV using Nintendo's AV cable, and on the "direct" video size setting I am getting a 1 inch black bar on the left, 2 inch black bar on the top, 0.25 inch black bar on the right, and 2 inches cut off on the bottom. I've tried all of the different video size settings and normal kindof fixes the left/right issue (0.5 inches cut off on the right) but none fix the bottom cut off issue.

The N64 default AV output is 240p with 4:3 which I'm almost sure is the issue seeing as this is such a newer TV and that's such an old low resolution.

What's frustrating the most is that it could easily fix itself by just shifting the image up 2 inches....

My questions are: Is this a problem with the tv or the game console's resolution? And what can I do to make the video fit on the screen so that nothing is cut off? (I don't mind uneven black bars, as long as I can see everything). I really don't want to buy an upscaler or something if it ends up not fixing it...
